1、 Preparation background
In order to further implement the requirements of the CPC Central Committee, the State Council, the CPC Hubei Provincial Committee and the provincial government on vigorously developing the whole region tourism, and implement the spirit of the provincial tourism development conference, Shiyan tourism development has always adhered to the principle of "overall planning, integrated resources, systematic marketing, and co-construction and sharing". According to the Guiding Opinions on Promoting the Development of Territorial Tourism issued by the General Office of the State Council and the Implementation Opinions of the People's Government of Hubei Province on Promoting Territorial Tourism, the Municipal Bureau of Culture and Tourism organized the preparation of the Shiyan Territorial Tourism Development Plan (hereinafter referred to as the Plan).
2、 Preparation process
(1) Open bidding and full preparation
In December 2019, the Municipal Bureau of Culture and Tourism launched the preparation of the Plan and determined the planning preparation unit through public bidding. Cooperate with and urge the preparation team to study the relevant national and Hubei provincial cultural and tourism policies and requirements, learn from the development experience of domestic and foreign cultural and tourism, analyze the opportunities and challenges faced by Shiyan Cultural and Tourism under the new situation, and ensure that the planning preparation work has taken a good step.
(2) In-depth research and extensive solicitation
Affected by the epidemic, the project was postponed. In May 2020, the Bureau of Culture and Tourism organized the preparation team to visit all counties and cities in the whole region, and went to the departments directly under the city to solicit opinions, investigate and discuss, collect basic data, and carry out the preparation work on the basis of a comprehensive understanding of the development of culture, tourism and sports in Shiyan. In October 2020, on the basis of full discussion of the results of the first draft, the preparation team was again organized to carry out targeted supplementary investigation on the key areas and projects at the meeting, and fully connected with the promotion of cultural and tourism work and planning preparation of each county and city. In April 2021, a detailed list of cultural and tourism projects will be connected with each county and city.
(3) Repeated demonstration, revision and improvement
In July 2020, the planning outline was prepared, and the Bureau of Culture and Tourism organized all departments and local experts and consultants to fully exchange and discuss. In October 2020, the first draft of the plan was formed, and the Bureau of Culture and Tourism organized the first city-wide planning seminar to invite municipal leaders, experts, departments directly under the city, and representatives of counties and cities to participate in the meeting and solicit opinions from all walks of life. In January 2021, a draft for comments was formed, and the Bureau of Culture and Tourism organized the second city-wide planning seminar to solicit opinions from all parties. After the preparation team revised and improved the plan according to the opinions of all parties, in April 2021, the Bureau of Culture and Tourism organized all departments to hold a planning review meeting, and 24 relevant departments directly under the city and all counties and cities asked for modification opinions. In June 2021, report and exchange to the main leaders of the city-wide tourism leading group, and the preparation team will form an expert review draft based on the feedback.
(4) Expert review and quality control
On August 31, 2021, seven experts including Shanghai Tourism Development Research Center, Hubei Automobile Industry Institute, Shiyan local cultural scholars and tourism industry consultants were invited to review and demonstrate. The planning preparation team revised and improved the draft according to the experts' opinions, and formed the draft for review.
3、 Main content
The planning results include texts, atlases and specifications, and the main contents are divided into seven chapters. The first chapter analyzes the macro and micro development conditions; The second chapter forms the target orientation and spatial layout; Chapters 3 to 5 are the core contents of the Plan, which form the top-level design of investment attraction, government promotion and tourist attraction in Shiyan in the future from three aspects of big project drive, big project start and big marketing drive; The sixth chapter is the supporting system of regional tourism planning; Chapter VII defines the action plan for the past three years.
Chapter I Analysis of development conditions
Based on the tourism development situation of the whole country, Hubei Province and the Western Hubei Circle, the Planning makes a diagnosis of the current situation, analyzes the aging of the leading scenic spots, the economic dependence on tickets, and the imbalance of the product structure, resulting in the short stay time of tourists, and the insufficient overall planning of urban tourism; "Big Wudang, Small Shiyan" city brand competitiveness is weak. It is concluded that Shiyan should be more market-oriented in the next step. With the help of the five urban clusters linked by high-speed rail, the medium-range market should be identified as the main force of future market growth, and the development strategies for the near, medium and far market expansion should be put forward according to the market classification.
Chapter II Positioning and Layout
Overall positioning: an international leisure resort destination city. The sub-positioning support of "three places and one hub" is formed around the overall positioning: World Cultural Heritage Experience, China Water Ecological Leisure, Qinba Forest Health Resort, and comprehensive tourism service hub in the adjacent areas of Hubei, Henan, Shaanxi and Chongqing. At the same time, the plan focuses on the image positioning of "Ask Wudang, Health Shiyan".
Industry orientation: cultivate the tourism industry into an industrial cluster of 100 billion yuan; Become the second pillar industry of the national economy; Establish a national model for the sustainable development of industrial cities. The total tourism revenue will reach 160 billion yuan in 2025 and 350 billion yuan in 2035.
Spatial layout: build the overall tourism spatial structure of "two zones and three belts". Two zones: the tourism core area of the Great Wudang and the urban cultural tourism consumption cluster area; Three belts: Huancheng Recreation Belt, Hanjiang Ecological and Cultural Tourism Belt, and Zhufang Forest Health Resort Belt. At the same time, the plan puts forward five space development strategies for "two districts and three belts": (1) cultural and creative revitalization of Checheng, (2) breakthrough of famous mountains, (3) suburban road park, (4) "differentiation+integration" development of Hanjiang River, and (5) the linkage development of forest health care and scenic villages in three counties in the south.

Chapter IV Major Project Planning (Six Major Projects)
Platform construction project: By 2035, 100 major construction tasks will be formed, including 6 national and provincial tourism platforms, including tourist resorts, health care demonstration bases, and high-level A scenic spots. At the same time, the plan of establishing famous towns and villages with mountains, water, cars and health care was put forward.
Internet traffic enabling project: put forward three major drainage measures, including fixed-point drainage of five metropolitan areas, international drainage of Wudang brand, and thematic IP activity drainage. Create activities such as "Wudang Mountain Summer Camp", "Ten thousand people drive to Shiyan", and "Dinosaur growth and roaming".
Ecological brand creation project: It is suggested to set up the "South to North Water Diversion Ecological Bank" in the practice and innovation of the "Two Mountains Theory", and explore a way to realize the value of ecological products by transforming the advantages of ecological resources into the advantages of economic development.
Comprehensive distribution and road travel project: build Shiyan into a self-driving brand city and a national road travel park. We will improve the system of eight self-driving tourist scenic roads, and focus on starting the suburban road tour "No. 1 Highway".
"1+9" smart culture and tourism data platform project: build the Shiyan smart culture and tourism platform, based on the "1+9" center (municipal+9 county and urban data centers), with three services (industry supervision, marketing, public services) as the core, connecting tourists, enterprises, and government, and constructing a new smart culture and tourism system integrating "industry, products, market, service, management, and digital intelligence".

At the same time, 9 key regional tourism lines and 10 health theme tourism lines are packaged.
Marketing methods and channel promotion: launch the "six ones" project of marketing; Activated through "1+9+N" brand festival activities; Join the cooperation camp of the regional tourism alliance for joint promotion; Build an online and offline marketing channel system.
Chapter VI Planning Support and Guarantee
We will build a complete regional development system from the following four aspects. In terms of integration of industry and tourism, five "tourism+" characteristic industries and the "six beauty" industrial elements of food, housing, travel, shopping and entertainment are launched under the guidance of "big tourism, big health and big ecology"; In the aspect of urban and rural planning, we should form a global pattern of single-minded planning, one-pole driving, three-side support and three-point guidance; In terms of system and mechanism, it is proposed to improve the leading group of tourism in the whole region, establish a cultural and tourism investment company, establish a cultural and tourism industry development fund in Shiyan City, and cultivate a number of tourism industry associations; In terms of policy guarantee, there are seven major types of policy support.
Chapter VII Action Plan for the Last Three Years
Clarify the list of key tasks in the three years from four aspects: focusing on products, strengthening services, promoting marketing, and streamlining the mechanism, and clarify the responsible subjects.
