He believed that the separation of farmland was the fundamental policy for refugees.
He registered the undocumented refugees from village to household, publicized the policy of refugee attachment, and distributed the idle land to the attached refugees for farming. Led officials and people to transform farmland and build ponds and other water conservancy projects on a large scale. The construction of agricultural infrastructure and the promotion of rice and wheat planting area have solved the problem of people's eating. The construction of the Hanjiang River dyke has played a fundamental role in resisting floods, solving the flood problem for the people and ensuring the long-term stability of the refugees.
In addition, he also designed trans provincial administrative divisions that are conducive to the governance of refugees, adding Yunyang Prefecture, establishing Yunyang Futai, and moving Huzhou Guangxingdu to Yunyang.
