Rao Bin, "the father of China's automobile industry" and the leader of the Second Automobile Construction Co., Ltd. He was born in Jilin City, Jilin Province. He used to be the first secretary of the Party Committee of the Second Automobile Factory, the factory director and the first secretary of the Shiyan Municipal Committee of the Communist Party of China, the minister of the First Mechanical Industry Department and the director of the General Administration of Automobile, the secretary of the Party Leadership Group of the Ministry, the chairman and the secretary of the Party Leadership Group of China Automobile Industry Corporation.
In 1964, after deliberation, the central government decided to put the construction of Second Automobile on the agenda. Rao Bin, who once dedicated the golden period of his life to FAW construction, was assigned to prepare for the establishment of FAW. He led the Second Automobile Preparatory Group to select Shiyan, Hubei Province, after a long-term investigation. After receiving the instructions from Premier Zhou Enlai, Rao Bin's indissoluble bond with Shiyan began.

At the beginning of the preparation for the establishment of Second Automobile, there was a shortage of staff, many problems and many difficulties. At that time, except for the personnel assigned by the First Machinery Department and the Automobile Industry Company, only Rao Bin was considered as a real member of the Second Automobile Company. He looked at the terrain and measured the land during the day; In the evening, investigate and understand the production and living conditions of the people, draw sketches and write investigation reports. Although the initial construction conditions were difficult, Rao Bin always led the majority of cadres and workers to invest in the construction of Second Automobile with full enthusiasm.
After 16 years of hard work and sweat, Rao Bin led the people of Erqi to build a car city in the vast barren mountains, which made Erqi and Shiyan enter the fast lane of rapid development.
